Boiler Controls Explained: Programmers, Room Thermostats, and Cylinder Stats for UK Heating Systems
Boiler controls govern when a heating system fires, for how long, and to what temperature. Getting control specification right determines both Part L compliance and whether the customer actually stays comfortable and saves money on bills. This guide covers the four main control types — boiler programmers, room thermostats, cylinder thermostats, and thermostatic radiator valves (TRVs) — and how they work together as a system under current Building Regulations requirements.
Why Controls Matter: Part L and Boiler Plus (England)
Since April 2018, new gas boiler installations in England must comply with the Boiler Plus standard, which sits within Part L of the Building Regulations. The key requirements are:
- Time and temperature control of the space heating circuit (a programmer and room thermostat, or a combined programmable room thermostat)
- Time and temperature control of the hot water circuit (for combi boilers: at least one of: weather compensation, load compensation, flue gas heat recovery, or smart thermostat with automation)
- TRVs on all radiators except the room containing the room thermostat
- Boiler interlock: the boiler must not fire when there is no heat demand from the thermostat
In Scotland and Wales, similar requirements apply under respective Technical Standards. For like-for-like boiler replacements in existing systems, upgrading controls to meet these requirements is strongly recommended and often required under the competent person scheme notifications.
Boiler Programmers
A programmer allows the user to set when the central heating and (on S-plan or Y-plan systems) hot water circuits are active. It does not control temperature — it only governs the time periods the system is permitted to fire.
Types of programmer:
- 7-day programmer: Each day of the week can be set independently — useful for households with varied schedules. The standard for most new installations.
- 5/2 programmer: Same schedule on weekdays, different on weekends. Simpler and cheaper, but less flexible.
- 24-hour (1-day) programmer: The same programme repeats every day. Only appropriate for very regular households or rental properties with fixed tenants.
Wiring connections: Programmers use switched Live outputs to call for heating (CH) and hot water (HW) — these switch the relevant motorised zone valve (S-plan) or the mid-position valve (Y-plan). On a combi boiler without a hot water cylinder, the HW output is not used; the programmer only needs to switch the CH circuit.
Most programmers use standard 2-gang wiring (Danfoss, Drayton, Honeywell/Resideo) with a compatible back-plate — check the back-plate compatibility before ordering a replacement.
Room Thermostats
A room thermostat senses air temperature in the main living area (typically the lounge or hallway) and sends a call for heat to the boiler when the temperature drops below the set point. It is the primary temperature control device for the heating circuit.
Where to position:
- In a room that represents the main living space — typically the living room or hallway
- At around 1.5m height on an internal wall
- Away from external walls, draughts, heat sources (radiators, direct sunlight, appliances)
- Never in a cupboard, utility room, or bathroom
The radiator in the thermostat room must not have a TRV (or must have a locked-open TRV) — this ensures the thermostat always has a demand signal. If every radiator had a TRV that could close, the boiler would have no heat emitter to satisfy and would short-cycle continuously.
Wiring: Room thermostats are wired as volt-free switches in the Live call-for-heat circuit. Most operate at mains voltage (230V) — they are not low-voltage devices and must be installed by a competent person. Some (particularly wireless/smart thermostats) are battery-powered heads connected to a wired receiver.
Types:
- Basic analogue room thermostat: Bimetallic strip sensor with a dial. Accurate to ±1–2°C. Simple, reliable, no programming capability. Honeywell T6360, Drayton RTS2, and equivalents. Used in budget replacements and rental properties.
- Digital programmable room thermostat (DPRS): Combines the programmer and room thermostat in one unit. Allows different temperature set-points at different times (setback periods). Meets Boiler Plus requirements as a single device. Most common mid-market choice.
- Smart/connected thermostat: App-controlled, often with geofencing (auto-away), learning (Nest/tado° style), weather compensation, and integration with other smart home devices. Meets Boiler Plus requirements. Recommend for customers who will actively use the app — otherwise the extra cost provides no benefit over a DPRS.
Cylinder Thermostats
A cylinder thermostat is used on systems with a hot water storage cylinder (open-vented or unvented). It is strapped to the outside of the cylinder and senses water temperature. When the temperature drops below the set point, it sends a call for heat to the hot water circuit.
Standard setting: 60°C. This is the minimum temperature recommended by the Health and Safety Executive and ACOP L8 (Legionella control) for stored hot water — at 60°C, Legionella bacteria die within a few minutes. Setting below 60°C saves energy but creates a Legionella risk, particularly in rental properties and communal systems. Setting above 65°C increases scalding risk.
Positioning: The cylinder thermostat should be positioned approximately one-third up from the bottom of the cylinder — this ensures the lower portion (which is heated first by the coil) is being read, not just the top hot layer.
Cylinder thermostats must be used in conjunction with a motorised valve — the thermostat alone does not fire the boiler; it opens the valve, which then energises the boiler via the pump relay in the programmer or wiring centre.
Boiler Interlock: Ensuring Compliance
Boiler interlock is not a physical device — it is a wiring configuration that prevents the boiler firing when there is no demand from the thermostat. On a correctly interlocked system:
- When the room thermostat is satisfied, the zone valve closes and the pump stops
- The boiler's Live supply is removed — the boiler is off
- When the thermostat calls for heat, the zone valve opens, the pump energises, and the boiler fires
A system without interlock allows the boiler to run on its own thermostat even when the house is warm — this is inefficient and non-compliant. Signs of a non-interlocked system: the boiler fires at times when no heating or hot water has been requested; the radiators are warm when the programmer is set to "off".
Y-Plan vs S-Plan: Which Controls Scheme?
Y-plan (mid-position valve): Uses a single 3-port motorised valve (mid-position). The valve has three positions: fully heating, fully hot water, or mid-position (both). Used with a 5-wire wiring centre. Older scheme, still widely found in existing UK systems. The mid-position valve is a wearing component — it fails more often than a simple 2-port valve.
S-plan (2-port zone valves): Uses two separate 2-port motorised valves — one for heating, one for hot water. Each circuit is independently controlled. More reliable, easier to diagnose, and the heating can run while hot water is being heated. Recommended for new installations. Easy to extend to an S-plan plus (3 zones or more) by adding additional valves and a third thermostat.
