Emergency lighting is a statutory requirement in virtually every commercial and multi-occupancy residential building in the UK. Under BS 5266-1:2016 and the Regulatory Reform (Fire Safety) Order 2005, premises must provide sufficient illumination for occupants to evacuate safely when the normal supply fails. For electricians this means understanding fitting categories, battery duration, testing obligations, and escape-route signage — all of which translate directly into recurring installation and maintenance work.

What the Law Requires
The Regulatory Reform (Fire Safety) Order 2005 places a duty on the responsible person to ensure adequate escape-route lighting is in place and maintained. BS 5266-1:2016 (Code of Practice for Emergency Lighting of Premises) is the technical standard used by designers and inspectors to satisfy this duty. It specifies:
- Minimum illuminance: ≥1 lux on the centre line of escape routes up to 2 m wide; ≥0.5 lux on the escape-route anti-panic area.
- Duration: 3 hours (standard) for most premises; 1 hour acceptable in some low-risk environments with a documented risk assessment.
- Changeover time: ≤5 seconds on supply failure for high-risk task areas; ≤15 seconds for escape-route luminaires.
- Self-contained vs central battery: Self-contained fittings (internal battery in each luminaire) are most common in smaller installations; central battery systems suit large sites needing monitoring.
HMO landlords must additionally comply with the Housing Act 2004 and LACORS guidance, which typically requires emergency lighting in all common areas — hallways, stairwells, and at final exits — in properties of three or more storeys.
Non-Maintained vs Maintained Emergency Lighting
Non-maintained luminaires operate only when the mains supply fails. They draw no power from the battery during normal operation, extending battery service life. These are used on escape routes where the area is not occupied continuously — corridors, stairwells, plant rooms. The Knightsbridge IP65 bulkhead above is a non-maintained fitting.
Maintained luminaires are powered continuously from mains and switch to battery on supply failure without a perceptible interruption. They are required wherever the normal lighting is also used to indicate an escape route — cinema aisles, sports halls, open-plan offices, and anywhere the luminaire doubles as an exit sign. Maintained fittings are also mandatory in sleeping accommodation escape routes (hotels, HMOs) under BS 5266-1 clause 7.
Sustained emergency luminaires use a separate lamp energised only on mains failure. Now largely obsolete, replaced by LED self-contained fittings.

Self-Test Emergency Lighting

Self-test luminaires contain an internal microprocessor that automatically performs the functional test (typically weekly) and logs the result. An LED indicator on the fitting shows pass (green) or fail (red/amber). Annual 3-hour tests still require manual initiation using a test key switch, but the monthly duty is eliminated. For landlords and facilities managers, self-test systems significantly reduce maintenance visits and simplify the log-book obligation under BS 5266-1 Annex B.
When specifying self-test fittings, confirm that the product meets BS EN 62034:2012 — the harmonised standard for automatic test systems in emergency lighting.

Emergency Exit Signs
The Fire Safety Order requires escape routes to be clearly indicated. Emergency exit signs must comply with BS ISO 7010:2019 (the green running-man symbol) and be sited so that every point on an escape route has a sign within the visual range specified by BS 5266-1 (typically ≤40 m spacing for signs at a height of 2–2.5 m). Exit signs may be:
- Self-luminous: Phosphorescent (glow-in-dark) signs — no power needed, but do not meet the maintained lighting requirement under BS 5266-1 for all escape routes.
- Internally illuminated (maintained): LED exit signs continuously lit from mains, switching to battery on failure. Required on escape routes in sleeping accommodation and anywhere the exit is not obvious.
- Combination luminaire/sign: Emergency bulkhead with an exit-sign legend — useful where ceiling height is limited and a separate sign cannot achieve adequate viewing distance.
Directional arrow variants (pointing left, right, down or no arrow) must match the escape-route layout documented in the fire-risk assessment. Single-sided and double-sided signs are available for end-of-corridor and suspended-ceiling mounting respectively.

Installation: Key Wiring Considerations
Dedicated circuit: Emergency luminaires should be wired on a circuit that is not switched by the local lighting switches or any occupancy timer. The mains feed must remain live whenever the building is occupied; the fitting's internal charger maintains the battery continuously. In practice, many installations use a dedicated emergency lighting circuit fed from the distribution board before the main isolator.
Cable segregation: Where emergency lighting circuits run alongside normal circuits in the same containment, ensure the emergency circuit is clearly identified (typically orange sheath or orange tape at intervals). In fire-alarm category systems (BS 5839-1) there are additional segregation requirements if the emergency lighting is controlled by the fire panel.
IP rating and environment: Match the IP rating to the installation zone. IP65 fittings (e.g. the Knightsbridge bulkhead) are appropriate for plant rooms, car parks, and external covered walkways. IP20 conversion kits are for dry internal use only.
Earthing: Emergency luminaires are Class I appliances requiring a circuit protective conductor. Check that the host circuit earth continuity is intact, particularly in older installations using rubber-insulated cable where earth conductors may be degraded.
Battery commissioning: After installation, allow the battery to complete a full charge cycle (typically 24 hours from a discharged state) before performing the first functional test. Record the date and result in the log book immediately.
Testing and Log Book Obligations
BS 5266-1 Annex B specifies the inspection and testing regime that the responsible person must document:
- Monthly: Brief functional test — switch each luminaire to battery for long enough to confirm the lamp illuminates (for self-test fittings, review the indicator status instead).
- Annual: Full rated duration test — allow each luminaire to discharge on battery for its full 3-hour duration, then restore mains and confirm re-lamping (charging). Record any failures.
- Defect rectification: Any luminaire failing a test must be noted, labelled, and replaced promptly. Where more than 25% of fittings in an area fail simultaneously, investigate the circuit supply and battery health systematically.
Emergency lighting contractors in larger commercial buildings often use a portable test controller (plugging into the fitting's test socket) to trigger the annual test zone by zone without isolating mains, reducing disruption. Landlords with a small number of fittings can perform tests manually using a local test key switch or the push-to-test button on self-test models.
