Lead Pipe Replacement: Why It Matters, What's Involved, and Available Grants
Lead water supply pipes are a significant public health concern in older UK properties. Lead dissolves slowly into standing water in contact with lead pipework, and there is no safe level of lead exposure — the metal accumulates in the body and is particularly harmful to the developing nervous systems of young children. Properties built before 1970 may have lead communication pipes (the pipe from the water main to the property) or lead internal supply pipes, or both.
This guide covers how to identify lead pipework, the health implications, what replacement involves, regulatory requirements, and the grant and assistance schemes available from water companies.
Lead in UK Water Supply: The Background
Lead was the standard material for water supply pipes throughout the 19th century and into the 20th century, primarily because it is soft, malleable, and corrosion-resistant in most conditions. The use of lead for new water supply pipes was banned in the UK in 1970 under the Water Supply (Water Fittings) Regulations. However, millions of properties built before that date retain their original lead pipework, and many have never been replaced.
The UK Drinking Water Inspectorate (DWI) and the World Health Organisation (WHO) both advise that lead levels in drinking water should be as low as reasonably practicable, with a parametric value (legal limit) of 10 micrograms per litre (10 µg/L) in England and Wales. This limit is frequently exceeded in properties with lead pipes, particularly during periods of low water use when water has stood in contact with lead for hours.
The risk is highest for:
- Infants fed on formula made with tap water
- Pregnant women
- Young children (under six years)
- Anyone in a soft water area (soft water is more corrosive to lead than hard water)
Identifying Lead Pipework
Lead pipe can be distinguished from other pipe materials by several characteristics:
- Colour: Dull grey-silver (not the bright silver of stainless or the copper-brown of copper pipe). Older lead pipe may have a dark oxide coating.
- Flexibility: Lead pipe can be bent by hand with moderate force — it is distinctly soft compared to copper or plastic.
- Surface texture: Original lead pipe has a swaged (wiped) surface at joints — a bulging, rounded joint with a characteristic lead wipe appearance. This is very different from compression or soldered copper joints.
- Scratch test: Scratch the surface of the pipe with a coin or key. Lead will expose a shiny, bright metallic scratch that tarnishes quickly. Copper will expose a copper-coloured scratch; plastic will show white.
- Magnetic test: Lead is not magnetic. Steel is. This distinguishes old lead from modern steel conduit or galvanised pipe in ambiguous situations.
The communication pipe — the section from the public water main in the street to the stopcock at the property boundary — is the responsibility of the water company up to the boundary, and the property owner from the boundary into the building. Both sections may need replacing independently.
Water Company Grant Schemes
Most UK water companies offer free or subsidised replacement of the communication pipe (their section) where lead is identified. Some also offer grants for the internal supply pipe (the property owner's section). Schemes vary by company:
- Thames Water: Free replacement of the supply pipe from the main to the inside stopcock where lead is confirmed — covers both the communication pipe (water company's) and the internal section (property's) as a single replacement. Must be requested and agreed before work starts.
- Anglian Water: Free replacement of the communication pipe; grants available toward the internal supply pipe for eligible properties.
- Severn Trent: Lead pipe replacement scheme — will replace the communication pipe and, where the internal section is also lead, will co-ordinate a full replacement.
- Southern Water, South West Water, Yorkshire Water: Similar schemes — contact the water company directly for current eligibility criteria.
To access a scheme, contact the water company and request a lead pipe assessment. The company will typically confirm whether the communication pipe is lead (from their records or a site inspection) and advise on the replacement programme timeline and any contribution required for the internal section.
What Lead Pipe Replacement Involves
Communication Pipe (Street to Boundary)
The water company is responsible for replacing the communication pipe. This requires excavating the path of the supply from the main in the road to the property boundary stopcock. In most cases this means breaking through the pavement or driveway surface, excavating to the pipe depth (typically 750 mm–1,000 mm), replacing the lead pipe with MDPE (medium-density polyethylene) blue pipe, and reinstating the surface. The water company coordinates this work and carries out the reinstatement.
Internal Supply Pipe (Boundary to Kitchen Tap)
The property owner (or their plumber) is responsible for the internal section. This typically runs from the boundary stopcock, under or through the external wall, and to the rising main within the property. In many properties, the lead supply pipe is buried under the floor slab or in the floor void — replacing it requires either:
- Rerouting: Running a new 15 mm or 22 mm MDPE or copper pipe on a surface route where the original buried route cannot be excavated easily. The new pipe is run around the perimeter of the room or through the floor void if accessible, and the original lead pipe is capped at both ends and left in situ.
- Direct replacement: Where the original pipe is buried under a solid floor, replacing it in place requires breaking up the floor — a significantly more disruptive approach. More commonly, a rerouted surface run is chosen.
The replacement pipe connects to the mains stopcock at the entry point and runs to the cold water distribution point in the kitchen. All drinking water supply pipework must be blue MDPE or copper — not uncoloured polyethylene, which is intended for underground use.
Pipe Sizing
The original lead supply pipe is typically ½" or ¾" internal bore. The replacement should be at minimum 15 mm copper or blue MDPE (25 mm external diameter, 20 mm internal bore for ½" service equivalent). In properties with higher demand — multiple bathrooms, a combination boiler, or an unvented cylinder — specify 22 mm supply pipe. Undersizing the incoming supply restricts flow to all downstream outlets, particularly at peak demand.
Interim Measures While Awaiting Replacement
Where replacement cannot be carried out immediately, the DWI recommends:
- Run the kitchen cold tap for 2–3 minutes each morning before using water for drinking or cooking (flushes water that has stood in contact with lead overnight)
- Use only the kitchen cold tap (direct from the mains, not from a storage cistern) for drinking and cooking
- Do not use water from hot taps or the bathroom cold tap (which may come from a storage cistern fed through the lead supply) for drinking or infant formula
- Consider a certified point-of-use filter (NSF/ANSI Standard 53 certified for lead removal) fitted to the kitchen tap
Flushing helps but does not eliminate the risk — water returns to a standing condition within 30–60 minutes of the tap being turned off. It is a temporary mitigation, not a solution.
Water Regulations
The Water Supply (Water Fittings) Regulations 1999 prohibit the use of lead for new water fittings and pipework (Regulation 4(1)). Any new installation or extension of supply pipework must use approved materials — copper, stainless steel, or appropriate plastics. Where existing lead pipework is disturbed or altered, the regulations require that the affected section is replaced with compliant material. A plumber who connects new pipework to an existing lead supply without replacing the lead section is non-compliant with the Regulations.
Recording and Notification
Water supply pipe replacement should be notified to the local authority Building Control where it constitutes notifiable building work (e.g. where the pipe is built into the structure). It should also be notified to the water company so they can update their records. If a contamination sample has been taken as part of the company's assessment, request a post-replacement sample to confirm the lead level has been reduced to below the parametric value.
Summary
Lead pipe replacement is one of the most impactful public health improvements a plumber can make in an older property. The communication pipe replacement is typically free through the water company's scheme — the barrier is usually awareness and the effort of initiating the process. The internal section is the property owner's responsibility but is straightforward to replace with a rerouted MDPE or copper run, using the left-in-place capping method for buried sections. In properties with young children, pregnant occupants, or soft water supply, lead pipe replacement should be treated as urgent, not discretionary.
